Delaware is give as an example for a successful horse racing industry, which was saved by permitting slot parlors at racetracks. Since the mid 1900s, when state lawmakers decided on expanded gambling in Delaware horse racetracks, the horse racing industry became one of the most profitable industries in the state.

Jeff Franklin is an example of a man who profits from Delaware growing horse racing industry. A 61 years old former waste disposal businessman of Wrentham, relocated his family to Delaware where he raises a horse ranch. He recommends Massachusetts lawmakers to adopt Delaware example in order to save the horse racing industry.
