Another case of law violation has stained the national gaming scene. The Ohio Commerce Department recently reported that National Capital I Inc., and A Piece of the Action LLC (APOTA), both companies that act on behalf of Indian casinos nationwide, have been accused of being involved in securities fraud.
The state of Ohio has not regulated casino gambling yet. Several Ohio officials accused National Capital Inc., and APOTA of having raised over 1,500 million dollars to fund the construction of casinos by the Eastern Shawnee tribe of Oklahoma. National Capital I Inc., and particularly, the president of the company have been accused of selling securities without reporting with the objective of deceiving future businessmen willing to invest money in Indian casinos. In its turn, APOTA, and particularly one of its partners, Robert Bollinger, were accused by the Ohio Commerce Department of receiving commissions and selling shares, when the company has not a license for it.
